Serghei Diaconu was born on March 14, 1976 in Chisinau. He holds the dual citizenship of Romania and the Republic of Moldova.
He graduated from the Faculty of Law of the State University of Moldova, did his master's degree at the European Institute of Law in Geneva, and his doctorate in international law and diplomacy at the University of Prague.
Serghei Diaconu was appointed Director General of the National Crisis Management Center on October 21, 2025, for a 5-year term.
Prior to being appointed to this position, Serghei Diaconu worked as the Head of the Cabinet of Prime Minister Dorin Recean. He was transferred to the Prime Minister's office in February 2023, after serving as Secretary General of the Ministry of Internal Affairs since December 2021.
